Planting flowers in soil atop wood chips

I am curious if anyone has planting flowers in compost/soil placed on top of wood chips? I have had good success with produce using the carboard (if needed/available),wood chips then compost/soil method. But I have not tried flowers in this setup. I have done it 2 different ways in some of the different places we garden at my place. In my personal garden that is about 20'x30', I just have a rotating sprinkler head on a stand that is about 5' off the ground. Hungry Bin mixing?

Hey do you guys recommend giving the top layer (few inches on top and into the soil material) of your hungry bins a little mix?

Im wondering if this will speed up the decomposing material on top if its buried a little bit.

Thoughts?

I have always had good success with using soil right from my garden beds. I just grab a tote and keep it indoors for a while to make sure its room temp.
