How do I know if I have a full colony in my bin? Do I just wait until summer activity levels and estimate based on food consumption? Or are there other signs?

After a full year and started with 2lbs / 2k worms and if nothing else went wrong, conditions were ideal, your bin is likely running at capacity. If it can't handle 2KG of waste per day then its not up to capacity and worms will continue to multiply.

How you feed, what you feed, temperatures, etc.. all influence how fast the worms reproduce. If the bin goes anaerobic for a time this slows them down. So at the end of it all, the answer is, "it depends" :-)
