Inherited compost

Hey I have a quick question! If I have ‘inherited’ some compost in a bin from the previous home owners (it’s just been in a bin, I didn’t water or look at it for prob 10 months) can I spread that on my soil to cold compost?
And if I can safely spread it, should I do it over or under the layer of leaves I wanna spread?

I'm assuming it's quite well composted and if so, yes, spread on your garden. Covering with leaves is a good idea.
