Willow chips

I got a nice load of willow chips...they are quite white and fresh! Can I use these woodchips as mulch right away or should I let them compost first?

Excellent! use them either way...if you need a mulch layer in your garden you can use them fresh, and you'll soon notice colonies of fungi setting up shop. If you have left overs, mix with the chicken manure that you have generated about 2/3 to 1/3 willow to manure and flip it frequently for a great hot pile.
