How to build up a healthy container soil in shared bed?

Hi Andrew & Team,

I got a plot at a community garden on the roof of our building and it is a large raised bed split into 3 smaller plots. It definitely needs some TLC.

I was wondering if you have suggestions on how to build up a healthy soil ecosystem given that I share the space and cannot build upon the existing base too much in case it spills into the neighbour's plot (just a single layer of bricks separate the space).

Currently, it is covered in a bit of grass, some weeds, and what looks to be some old tomato plants from last summer. The soil looks fairly compact, and although I saw a few worms, there was not much else. I don't expect the first year to be incredible but I would like to start improving the soil now so that I can come back to a healthy plot in the future.

Since it is already March, what might be the best way to get started?

Step 1: remove all weeds. Since it's a small plot, I say you just dig them out.
Step 2: cover with 2-3 inches of the best compost you can find.
Step 3: plant or seed.
