It's always the right time to cover with organic matter. I do realize that it might not be fully decomposed by the time you're going to be planting but that's okay. You can transplant into partially composted mulch, no problem. Seeding might be a bit more challenging. But when seeding time arrives, simply move the mulch aside and drop your seeds. Once they germinate and get established you can move the mulch around the base of the plants.
I'm covering some of my gardens right now with a 1" layer of somewhat fine compost. I'll seed directly into this in a few months.
